What do you think could be done to make American open wheel racing rival stock car racing?

I think the need to get back to a format that they used to have would help. Have a standard wheel base and displacement rule, but everything else would be open. The cars now are identical. Cookie cutter formats don't work well as experienced by Nascar in the Race of Champions.
