Help please? I need your advice and opinion here. Thank you very much!?

Why do schools here in Canada give courses that are not college or university level to immigrants? Many of my friends came from different countries and they are welcomed with ESL (English as Second Level) courses. I was the only lucky one who was given courses that are needed for university. First they said that we will put you into ESL cles and then I told them that I will work hard, which they took notice of what I said after some time. Finally, when they gave me all smart cles, I was able to get above 80% in all those cles during the first semester. Do you think that the school districts here don't want children to learn better and pursue their education through college or university? Some of my friends are above 18 and they are still stuck in courses that are not even of their level. Some of my friends are well motivated and are smarter than most of the kids who are in academic cles, but eventually they are not given the chance to compete in those cles with other students. By saying all that, do you think that there is room for improvement in the education system here?
