What to wear (weather appropriate) in Paris in late June early July?

Hello, I am going to Europe (Paris, Heidelberg, Salzburg, and Munich) next Wednesday, and I am having trouble packing! More shorts? More pants? I looked up the weather and Paris is in the high 60s this week. Munich is reaching the low 70s. But I still can't predict how it will be when I am there. Everyone says it is cooler than you expect. I'll be tin Europe June 23rd to July 7th. I was thinking of packing 4 shorts and 2 jeans and a kahki capri. Should I focus on more sleevless shirts which is something I would do if I was packing for the US, or should I think a short sleeve or three quarter sleeve?
