Please guys help me out !!!!!!!!!!?

i am playing pokemon fire red and wanna get to navel rock. I'm using amnesia cheat so got mystic ticket and aurora ticket easily. I already have wiped elite 4 out and delivered those two jems to that man in 1 island. Still i can only access 1 to 7 island. What nonsense is going on? How to get to navel rock and birth island? 10 points for the correct answer.
