Action against illegal stay in bahrain.?

one person staying in bahrain without proper visa, cpr. he is driving the car with expired driving licence and running taxi (Taxi permit only for bahrainis). He need to pay to somebody.. almost 5000 bahraini dinar. His travel banned.. where can i complaint ..and what action they will take..???
